HCG Associates has been providing professional health, safety, environmental, and hazardous materials compliance advice since 2004. We understand the unique challenges that small to mid-size businesses face, from managing day to day operations, to payroll and personnel. We've been helping local business owners achieve their mandated health, safety, environmental and regulatory compliance requirements for years, with advice and expertise that is based upon experience.

The HCG team utilizes years of knowledge, various professional backgrounds, and industry experience in formulating your custom compliance blueprint. HCG Associates is led by an experienced group of health and safety professionals that have worked in a myriad of capacities, and they bring this experience when acting as your EHS Representative.

  • Scott Sweet BA, MPA, CHMM - President Having founded HCG Associates nearly 20 years ago following an impressive career in public safety, hazardous material response, and as the Deputy Director of Hazardous Materials Response for the Commonwealth of MA, Scott Sweet has developed the firm into a recognized leader in the regulatory compliance industry. His broad experience across nearly every major industry and type of workplace environment lends a practicality and credibility to Scott’s regulatory consulting approach. Whether he is interacting with regulatory authorities, assisting clients with high level business assessments, leading investigations, or liaising with client counsel, Scott brings both his regulatory acumen in addition to his leadership skills to the table, resulting in consistent client success. His credentials as a Certified Hazardous Materials Manager (CHMM) in addition to numerous PSM/RMP and compliance-related certifications frequently earn him distinction as not just the leading subject matter expert in the room, but the one clients return to year after year after recognizing the value he brings to their businesses.

  • John Robillard – Director of Client Solutions For over 20 years, Mr. Robillard has partnered with clients in delivering impactful outsourced business solutions. He is an expert in assessing operational practices and developing service solutions that are tailored to specifically address an organization’s needs. John has worked hand and hand with EH&S and C-Suite teams from highly regulated industries, including Food & Beverage, Chemical Manufacturing/Distribution, Oil & Gas and more. John is able to leverage his years of technical work experience as an engineer at CTI-Cryogenics, along with his senior leadership positions as Global Marketing Manager and VP of Sales for organizations such as Argo Turboserve Corporation, SLP, and Consolidated Fabricators. Mr. Robillard prides himself in having the skillset to collaboratively develop program/project scope, implement an effective compliance solution, and ensure that benefits delivered meet or exceed client expectations. John Robillard holds a B.S. degree in Industrial Technology along with a minor in Electrical Engineering from Fitchburg State University, and is a member of the Industrial Honors Society.

  • Lauren Lamontagne CSP, JD - Director of Environmental Health and Safety As a Certified Safety Professional (CSP), Ms. Lamontagne utilizes her wide range of regulatory compliance experience to work with clients in evaluating and enhancing all aspects of their EHS programs. From risk assessments to program/policy development and implementation, Lauren brings practical solutions to the table that allow clients to strategically integrate EHS improvements into their day-to-day businesses. Coupled with a legal background and strong negotiating skills, Lauren’s ability to liaise with both industry and regulatory stakeholders yields consistently positive outcomes for her clients. In addition to nearly a decade of general industry experience, Lauren is certified as an OSHA Outreach Trainer and brings a wealth of training development experience to the table. Additionally, she holds certifications in Hazmat, PSM, and a number of other specializations, as well as being bi-lingual in Spanish. Lauren holds undergraduate degrees in Political Science and Spanish, a juris doctorate (J.D.) from Northeastern University School of Law, and an A.A.S. in Occupational Safety and Health.

  • Frank Fabian BS - Director of Compliance & Risk Management Mr. Fabian assists clients with assessing their regulatory compliance and developing effective resolutions in conjunction with the customer. Frank will typically be the client’s primary contact with HCG during the development of the scope of work and will utilize both his experience and regulatory knowledge to assist the client with cost effective actionable guidance. Frank’s combined years of experience as a Compliance Engineer with Ammonia Process Safety Management (APSM), and as Manager of Process Safety Management for Lamb Weston, will expertly assess your program needs and find the right solution for your organization or situation. Mr. Fabian holds true to the concept “that Process Safety Management is designed for the safety of employees and the surrounding community, and if done properly – only then is full compliance achieved.” Having worked on hundreds of PSM programs in nearly 30 states, Frank has a wide range of audit experience with the EPA, OSHA, CalArp and the NDEP, which translates into a broad knowledge of how PSM programs are interpreted by those tasked with enforcing the statutes. Frank has 12 years of Military service, with 9 of those years on active duty. Frank honorably served in the United States Air Force, the United States Air Force Reserve (Active duty), and the Wisconsin Army National Guard. Frank is a graduate of the University of Wisconsin – Stevens Point, with a B.S. in Pulp and Paper Engineering, and a minor in Chemistry. Additionally, he holds a Green Belt Certificate in Six Sigma from Villanova.

  • Carlos Rita - Director of Technical Field Services Carlos and his team utilize their refrigeration and code expertise in the performance of mechanical integrity inspections and evaluating refrigeration systems. Carlos brings extensive compliance, refrigeration, and facility management expertise that assists clients in the management of their process safety programs. In addition, this technical subject matter knowledge is utilized during hazard evaluations and formal Process Hazard Analysis studies. With over 25 years of industrial refrigeration system experience, Carlos is also a licensed electrician and trained on Principals of Mechanical Integrity and Relief Vent Design at the University of Wisconsin (IRC).

  • Jack McCarthy BS - Senior Project Manager Jack ensures that client regulatory requirements, systems and infrastructure needs are defined and identified while delivering quality and efficiency to our customers. Mr. McCarthy's experience in Process Safety Management, Ammonia Refrigeration, Hazardous Waste, and Medical Manufacturing industries ensures that strategic partnerships are developed with each of our clients.

  • Bart Petracca BA - Project Manager With over 30 years in the Food Manufacturing industry, Bart has a wide range of environmental and safety compliance experience. From corporate national EHS compliance governance to individual industrial site compliance programs, Bart utilizes his competency and capability in Process Safety Management, Risk Management Plan, compliance auditing to assist clients daily. Bart also holds an EPA Section 608 refrigeration license.

  • Emily Noyes BS - EHS Project Manager Ms. Noyes brings a wealth of subject matter expertise in the area of emergency response and management, in addition to her certifications in OSHA general industry and HAZWOPER. Her professional experience includes Incident Command System Training and Exercises for municipal & state agencies, NGOs, private industry clients, as well as being retained for international engagements. Previous work and clients include: MBTA, Massport, Logan Airport, Dana-Farber, and most recently, MEMA. In addition to her professional expertise, Emily has dedicated significant personal time to public interest projects and non-profit initiatives such as Habitat for Humanity, Engineers without Borders, and Emergency Architects & Human Rights. A graduate of the Massachusetts Maritime Academy with a B.S. in Emergency Management, Emily has served in numerous leadership roles while pursuing her degree, such as Student Chapter President and Region 1 Representative for the International Association of Emergency Managers, Emergency Management Operations Officer, and Squad Leader.

  • Paul Frew BS - Project Manager Whether the project involves a compliance issue, emergency response, or a complex design/build project, Paul applies his construction experience and industry knowledge to identify the root cause of the problem in order to implement an effective, lasting solution. The key to success in designing effective solutions is ensuring that he and his team truly understand their client’s problem including the risks, regulatory drivers, and operational challenges associated with the problem. Paul is a graduate of Wentworth Institute of Technology with a degree in Building Construction Technology, and an extensive fire code, prevention, and safety background.

  • Robert McGrann - Project Manager Mr. McGrann spearheads client projects within both the Compliance and EHS divisions at HCG Associates, in addition to his role as a certified instructor for the company in multiple disciplines, such as Hazardous Material Transportation and First Aid/CPR. His educational and professional experience in the field of emergency management is serving the firm well as it continues to dominate the ammonia refrigeration and PSM compliance industries. Mr. McGrann’s accomplishments include President’s List Honors on five separate occasions at Massachusetts Maritime Academy in the Bachelors of Science in Emergency Management program, as well as serving in multiple leadership capacities at the Academy. Among his certifications, Mr. McGrann is a nationally certified hazardous materials transportation instructor, a Pro-Board Firefighter I/II via Barnstable County Fire Academy, a Hazmat 24-hr. Operations Level Responder, a Nationally Certified EMT, a Certified 1st Aid/CPR/AED/Stop the Bleed Instructor, as well as holding numerous ICS Certifications including 100, 200, 700, 800. He also volunteered as part of Habitat for Humanity in both 2017 and 2020.

  • Daniel Ramirez - Project Manager With 20 years of food manufacturing experience, including 15 years dedicated to industrial refrigeration, Daniel’s contributions are invaluable to both the Compliance as well as Mechanical Integrity divisions of HCG. Through previous roles at Simplot, ConAgra and most recently Lamb Weston, Daniel has both the subject matter expertise as well as the practical experience to drive excellence when it comes to clients’ compliance programs. As the PSM Analyst at Lamb Weston, Daniel assisted management with the execution of compliance directives per PSM standards in both domestic and international facilities around the world. He exceled at his role overseeing PSM/RMP compliance at the 14 U.S. sites for Lamb Weston, helping to develop best practices for the company’s refrigeration programs. Daniel’s skills also include the development of Ammonia Refrigeration Management (ARM) and Process Safety Management (PSM) programs from inception, and preparing facilities for scheduled State or Federal compliance audits. Daniel is RETA CIRO certified and has received HAZWOPER technician-level training.

  • Randy Conner - Technical Field Services Mr. Conner serves as one of the technical experts on refrigeration systems at the firm, and assists all three divisions (compliance, EHS, and Mechanical Integrity) with his subject matter expertise. With over a decade of experience specializing in industrial refrigeration systems, he is one of the key members of the team when it comes to evaluation of technical compliance within the industry. His skills include facilitation and development of Process Hazard Analysis studies; drafting Standard Operating Procedures for industrial refrigeration systems; performing Mechanical Integrity inspections; and assisting with Process Safety Management program compliance. He is also adept at developing and evaluating Piping and Instrumentation Diagrams (P&IDs) as well as risk assessment. With certifications in CARO/CIRO from RETA, HAZWOPER technician-level certification, Clean Air Act (CAA) Section 608 Technician Certification, and OSHA 30-hour certification, Mr. Conner is an invaluable resource to the firm for providing the most current regulatory compliance information and industry best practices.

  • Rich Renoni - Technical Field Services Rich is responsible for interacting with clients to ensure Mechanical Integrity and Operating Procedure Programs are compliant with current codes and standards. Rich brings over 30 years of experience in ammonia plant operations, facilities and production management as well as a keen knowledge of regulatory issues and compliance. Rich has been trained at the University of Wisconsin for Mechanical Integrity Inspection processes. Rich’s wide range of problem-solving experiences help to enhance client relationships.

  • Kristin Lambert MBA - Administrative Services With a background in business, Kristin Lambert, manages the day to day activity within our office. She is responsible for all the operational, administrative, and fiscal aspects that arise on any given day. Ms. Lambert received her undergraduate degree in Finance from Siena College and her Master’s Degree in Business Administration from UMass/Boston.
